Business Classifications
Disabled Veteran Business Enterprise (DVBE) A small business which is at least 51 percent owned and operated by a service veteran with a service-related disability, of at least 10 percent and who is a resident of California. Certifying agency: State of California (Department of General Services) HUBZone Small Business (HZ) A small business owned and controlled by a U.S. Citizen(s) with a principal office located in a Historically Underutilized Business Zone (HUBZone) as determined by the U.S. Census. Thirty-five percent of its employees must also reside in a HUBZone. The HUBZone Program stimulates economic development and creates jobs in urban and rural communities by providing Federal contracting preferences to small businesses. Certifying agency: Small Business Administration (SBA) Large Business (LB) A large business is a domestic firm that does not meet the small business size standards that can be found on www.sba.gov. Businesses should contact the U.S. Small Business Administration or www.sba.gov to determine appropriate North American Industry Classification Systems (NAICS) codes and size standards. The thresholds for number of employees and revenue vary depending on the product or service. Minority Business Enterprise (MBE) A business that is at least 51 percent owned and controlled (management and daily operations) by one or more U.S. citizens of the following minority groups: Black, Hispanic, Native American, Asian Pacific, or Asian Indian. Certifying agency: National Minority Supplier Development Council (NMSDC) Service-Disabled Veteran-Owned Small Business (SDVOSB) A small business not less than 51 percent of which is owned by one or more service-disabled veterans or, in the case of any publicly owned business, not less than 51 percent of the stock of which is owned by one or more service-disabled veterans; and the management and daily business operations of which are controlled by one or more service-disabled veterans or, in the case of a veteran with permanent and severe disability, the spouse or permanent caregiver of such veteran. Service-disabled veteran means a veteran, as defined in 38 U.S.C. 101(2), with a disability that is service-connected, 38 U.S.C. 101(16). This is a self-certifying designation as no formal certification exists for this classification. Small Business (SB) A business concern, together with its affiliates, that is independently owned and operated, and which is not dominant in its field of operation in which it is bidding on government contracts. The Small Business Administration (SBA) determines small business size standards on an industry-by-industry basis. This is reflected in the table of size standards that are matched to the North American Industry Classification Systems (NAICS) industries. The table of size standards can be found on www.sba.gov This is a self-certifying designation as no formal certification exists for this classification. Small Disadvantaged Business (SDB) A small business that is at least 51 percent owned and controlled (management and daily operations) by socially and economically disadvantaged individuals of U.S. citizenship. The personal net worth of the individual disadvantaged owners may not exceed $750,000 or $250,000 for the SDB/8(a) program in order to meet the "economically disadvantaged" criteria. "Socially disadvantaged" individuals are those who have been subjected to racial or ethnic prejudice or cultural bias because of their identity as members of a group. Members of designated minority groups (Black Americans, Hispanic Americans, Native Americans, and Asian Pacific Americans including Subcontinent Asian Americans) are presumed to be socially disadvantaged; however, Caucasian women may also qualify if they can demonstrate discrimination through "preponderance of evidence". Certifying agency: Small Business Administration (SBA) Veteran-Owned Small Business (VOSB) A small business not less than 51 percent of which is owned by one or more veterans (as defined at 38 U.S.C. 101(2)) or in the case of any publicly owned business, not less than 51 percent of the stock of which is owned by one or more veterans; and the management and daily operations of which are controlled by one or more veterans. This is a self-certifying designation as no formal certification exists for this classification. Women Business Enterprise (WBE) A business which is at least 51 percent owned and controlled (management and daily operations) by one or more women of either U.S. citizenship or U.S. Legal Resident Alien status. Certifying agency: Women’s Business Enterprise National Council (WBENC) Women-Owned Small Business (WOSB)
